The economic and political development path chosen by Algeria’s post-colonial elites can hardly be described as a success story. From the mid-1980s the country’s economy and political systems were shaky and social tensions on the rise ; by the mid-1990s the country was deeply immersed in violence between state actors and armed Islamist groups. Yet, two decades later, at the end of Bouteflika’s second term, Algeria’s decision-makers had plenty of reasons to pat themselves on the back.
